According to a counsellor of Consular Affairs at the Embassy of the People's Republic of China in Ottawa, "a Chinese national, who has a Hong Kong identity card and a right to abode in Hong Kong, will not be able to move to the mainland of China to live and work ... unless he or she gets a permit from the Chinese Ministry of Public Security " (4 Mar. 2003).
