According to an official of the Embassy of the State of Israel in Ottawa, a child born in Israel to parents who are not Israeli citizens is not automatically an Israeli citizen by virtue of being born in Israel (6 Jan. 1995). Without having the nationality law in front of him, according to the embassy official's understanding of this law, for the purposes of the Israeli authorities, a child born in Israeli to parents who are not Israeli citizens would take the nationality of his/her parents (ibid.).

For further information on the acquisition of Israeli citizenship, please consult the attached copy of the Israeli Nationality Law. Article 3 section 8 of this law deals with the nationalization of minors, while article 3 section 4 deals with nationality by birth and residence in Israel.
