According to a representative of the Consulate General of Israel in New York, the Teudat Zhut is the common identity card held by all Israeli citizens (13 July 1993). The representative added that the Teudat Olim is a certificate that all Jewish immigrants from the former Soviet Union receive upon arrival in Israel (Ibid.). The purpose of this card is to register its holder at the Ministry of Absorbtion and to provide personal information, including the identification number assigned by Israeli authorities at the time of arrival in Israel (Ibid.). This number is later transferred to the Teudat Zhut card, which is issued about one year after arrival (Ibid.). The representative was unable to state whether or not the nationality of the holder is provided on the Teudat Olim, but the representative did mention that in Israel there is a difference between citizenship and nationality (Ibid.). For further information on the difference between citizenship and nationality in Israel, please find the attached Response to Information Request ISR14356. Additional and/or corroborating information on this subject is currently unavailable to the DIRB in Ottawa.
