According to a translation of the amendments to the Bulgarian citizenship act in May 1989, "the adoption of foreign citizenship is no longer punished by deprivation of Bulgarian citizenship" (Embassy of Bulgaria n.d.). Another document from the Bulgarian embassy states that the May 1989 amendments to the 1968 law on citizenship eliminate the requirement that a person be "released from" Bulgarian citizenship before he or she can acquire the citizenship of another country (Bulgaria, Nov. 1991, 4). This document further states that "a regime of tolerance regarding dual citizenship was established with these alterations" and that foreign citizens are not required to be "released from" their original citizenship in order to acquire Bulgarian citizenship through naturalization (ibid.).

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
