In a telephone interview with the Research Directorate, the Consul General of the Embassy of the Islamic State of Afghanistan in New York, representing the Rabbani government, stated that Afghan consulates in Pakistan are located in the cities of Peshawar, Quetta and Karachi. The Consul General stated that these consulates, including the one in Peshawar, were definitely operational and were issuing passports in December 1997 (2 June 1999).

In an earlier telephone interview, the Consul General stated that Taliban representatives have also been issuing passports from a Peshawar-based office (22 Mar. 1999). According to AFP, a Taliban office in Peshawar was issuing visas in July 1998 (4 July 1998).
