Information on a specific Colombian ethnicity or on ethnic differences between Colombians and Venezuelans could not be found among the sources consulted by the DIRB. However, Response to Information Request VEN21733.E of 13 September 1995 contains information addressing the situation of Colombians and other foreigners. The Response refers to recent tensions between Venezuela and Colombia, due in part to actions by Colombian guerrillas that resulted in numerous incidents on the Venezuelan side of the border, including the kidnapping and killing of Venezuelans. In addition to the comments provided in that Response, the news articles attached to this Response refer to border incidents in early 1995 and mention the temporary detention for interrogation and alleged abuse of a group of peasants, including both Venezuelans and legally-resident Colombians, in the area.
This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
