According to a spokesperson of the consular section of the embassy of Hungary in Ottawa, additional information is required in order to provide a response to this request (29 Sept. 1994).
However, the attached letter sent to the DIRB by the International Organization for Migration (IOM) in Geneva states:
The [nationality] law bases citizenship on descendent. It enables non-Hungarians to ask for naturalization after eights years of residence, whereas Hungarians, including those residing on pre World War II Hungarian territories, and their descendants, may be naturalized after one year (16 Sept. 1994).
Further details on the acquisition of Hungarian citizenship are contained in the attached copies of the 1 June 1993 Hungarian nationality law and the decree on the rules of citizenship procedure. In addition, please find attached a package of information on migration, refugee and citizenship prepared by the Canadian embassy in Budapest (21 Nov. 1993). For further information on the above-mentioned topic, please refer to Response to Information Request HUN16373.E of 17 February 1994, which is available at your Regional Documentation Centre.
For information on the treatment of ethnic Hungarians born in Romania who have settled in Hungary, please consult Response to Information Request HUN18192.E of 24 August 1994, which is available at your Regional Documentation Centre.
This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
