Information on the above-mentioned subject could not be found among the sources consulted by the DIRB. However, the attachments may be of interest.

The first attached document is the 1991 Law on the Acquittal, Pardon and Rehabilitation of Former Political Conflicts and Exiles. Under article 2 of this law,

"all Albanian citizens who had escaped from Albania in the course of the war or upon the liberation of the country at any time until 8 May 1990, because of their political convictions or activities, with the exception of those who had committed acts of terrorism and sabotage resulting in death or other grave consequences, shall be deemed guiltless. Other shall be amnestied".

For further information on the treatment of Albanians who fled the country during the Communist regime upon their return to Albania, please refer to page 725 of Country Reports 1994.

The second attached document is a 1 October 1995 report on a recent increase of the number of requests for political asylum being made to foreign embassies in Tirana.

This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints.
