In view of the fact that the influx of people into the Republic of Belarus from neighbouring and far-away countries is growing in dimension as a result of their being persecuted in their home countries for political, nationality or religious reasons, and in conformity with the 1951 Geneva Convention,

I HEREBY ORDER THAT:

1.         The heads of health sections at the regional and Minsk City executive committees:

1.1.      Make it incumbent upon the medical institutions in their charge to provide all kinds of medical assistance (in an emergency, first aid and scheduled) to the people, who have acquired refugee status, at the place of their temporary residence gratis;

1.2.      The persons, who have submitted refugee status applications to the State migration service shall be subjected to obligatory physical examination and medical screening by a commission composed of a therapeutist and an infectionist for the diseases listed in Annex 1;

1.3.      Medical examination of the persons, specified in paragraph 1.2, shall be conducted at the medical institutions designated by my order, on the condition that these persons have the appropriate certificates issued by the State migration service and have been sent thereto by the State migration service;

1.4.      In the absence of information about immune status, the persons, specified in paragraph 1.2, shall be subjected to immunization against diphtheria without age limitation;

1.5.      Medical assistance in an emergency and first aid shall be provided to the persons, specified in paragraph 1.2, free of charge at the place of their temporary residence. All issues concerning the scheduled treatment payment, physical examination and medical screening shall be resolved on recommendations by ad hoc commissions (either these persons will have to pay themselves or payments will be made from the local budget);

1.6.      Hereby I order to bring this Order to the notice of all the medical institutions in your charge;

1.7.      This Order shall be enforced by P.N. Mikhalevich.

Annex 1 - List of diseases for which the people applying to the State Migration Service for refugee status must undergo physical examination and medical screening

Refugees (aliens) must be checked up for the following diseases:

Cholera: those who have been sick with acute intestinal infection for 5 days since arrival from cholera-stricken countries, those undergoing hospital treatment, and when applying for medical assistance in the case of this disease.

Malaria: those, who have arrived from countries having malaria, must be given a check-up for malaria during 10 days after their arrival, and then during three years every time they run high temperature and call in a doctor.

Tropical parasitoses: those, who have arrived from endemic countries, must be given a check-up at an out-patient's polyclinic.

HIV infection: all aliens arriving in Belarus must be examined in conformity with the Rules of conducting medical examinations for HIV infection (AIDS).
