According to the attached excerpt from Ordonnance #70-86 of 15 December 1970 on Algerian nationality:

Paragraph 10. - Any foreigner can apply for Algerian citizenship provided that:

1ø he has been living in Algeria for the last seven years as from the day of his application;

2ø he is living in Algeria at the moment of the signing of his naturalization decree;

3ø he has reached adulthood;

4ø he has a good moral conduct and has never been condemned for any ignominious act;

5ø he can prove he has sufficient means to sustain himself;

6ø he is in good physical and mental health;

7ø he can justify his assimilation into the Algerian community.

The application must be sent to the Justice Department which may reject it on the conditions listed in paragraph 26 below.

Paragraph 26. - If the legal conditions are not met, the Justice Minister will declare the application or the statement non-admissible by means of a justified decision about which the applicant will be informed. If the legal conditions are met, the Justice Minister may, by means of a decision about which the applicant will be informed, reject the application or oppose the declaration, if he has the authority to exercise these powers. An official of the Embassy of Algeria in Ottawa has stated that this 1970 legislation is the most recent and is currently applied without modifications. (16 Apr. 1992).
