Version A

Add to Article 30 a second paragraph to read:

A federal State, party to the Convention, in which international treaties are not automatically binding upon its constituent parts or cannot be made binding upon them by federal etc, shall undertake to use their influence with the constituent parts to pass in the shortest possible time the implementing legislation required under the Convention.

Version B

Add to Article 38 a new paragraph to read:

A federal State, in which international treaties are not automatically binding upon its constituent parts or cannot be made binding upon them by federal act, may sign and ratify the present Convention subject to the enactment of the legislation required under the Convention, coming within the jurisdiction of the constituent parts by the latter.
