1) Please find attached copies of documents dealing with the current Canadian policy on apartheid:
a. Canadian Action on South Africa (External Affairs, Ottawa, 1989.)
b. Notes for a Speech by the Minister of External Relations and International Development, The Honourable Monique Landry, at the United Nations Special Session on Apartheid (External Affairs, Ottawa, December 1989.)
2) According to author Roger Omond, "It is an offense to leave the country without a valid passport or travel document." [Roger Omond, The Apartheid Handbook, (Penguin Books, Middlesex, England, 1986) p.207.] Although the penalty is not stated, the author refers the reader to the chapters dealing with detention without trial and banning orders. Copies of these chapters are attached.
No further corroborating information was found in the sources available at present to the IRBDC.
