Uzbekistan hosted 1,000 recognized refugees and 250 asylum seekers at the end of 1997. More than 30,000 persons from Afghanistan and 8,000 from Tajikistan were living in Uzbekistan in refugee-like circumstances.

Uzbekistan was not a signatory to the UN Refugee Convention and lacked national legislation for addressing refugee issues. UNHCR handled all refugee-registration and status-determination procedures in the country.
