According to an official at the Russian Embassy in Ottawa, "it might be possible" for the Russian Embassy to provide travel documents for persons who have been living outside of Russia since August 1991 and wish to return to Russia but this depends on the specific circumstances of each case (20 Sept. 1993). The DIRB is unable to corroborate this information at the present time.
