A representative of Tchad-Solidarités-France stated in a 28 April 1999 telephone interview that family members are not normally informed by Chadian authorities when rebels, or sympathizers, are arrested. However, he stated that the families do often determine that their relations have been arrested and where they are detained, typically by making inquiries at local police stations or though informal communication networks.
