The only reference to a group in Mexico under a similar name and definition found among the sources currently available to the IRBDC is in a 1986 Amnesty International document. The source, Amnesty International's Concerns in Mexico (London: Amnesty International, 1986), describes "Porros" as government-backed vigilantes reported to have arrested students and taken over school premises frequently after 1978. Immediately following this statement, the Amnesty International report indicates that 13 students and teachers disappeared between 1978 and 1982, but does not unequivocally attribute their disappearance to the "Porros". The same report states that "disappearances continued on a smaller scale during the De La Madrid period (1982-1988)".
