The government has continued to make some progress in addressing the serious human rights problems characterizing Guinea for five decades. Discipline within and civilian control over the security forces appeared to improve, however rule of law institutions remained weak. In 2017, Guinean judges took a major step towards holding accountable those responsible for the 2009 stadium massacre with the closure of the investigation phase. Guinea remained stuck in political gridlock through much of 2017, with President Condé’s governing coalition and the opposition failing to agree on a date for communal elections. 2017 saw numerous violent protests over the political deadlock, access to electricity and education, and abuses in mining areas. Abuses against journalists trended up.
