  1. General background

We deliver life-saving assistance, including shelter, food and water while also safeguarding fundamental human rights, safety and dignity.

The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External

Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. UNHCR has developed a Private Sector Fundraising Strategy with the goal of raising $1 billion annually from the private sector. This strategy focuses on both Individual Giving (IG) and partnerships and private philanthropy (PPH), focusing on priority fundraising markets and regions.

PSP activities in Asian markets span across Individual giving and Private Partnerships and philanthropy. IG strategies encompass the acquisition of individual donors via a mix of channels such as digital, direct mail, press ads, face to face and lead generation as well as stewardship communication via telemarketing, email and direct mail. PPH strategies play a growing role in the fundraising portfolio of the region targeting corporates, foundations, High Net Worth Individuals, and Islamic philanthropy.

Some markets in Asia Pacific are currently using global or local instances of Salesforce as their main CRM. More markets are or will be soon migrating their current database to Salesforce, particularly in SEA (Thailand, Philippines, Malaysia, Indonesia).

  1. The Position

PSP APAC is looking to recruit an experienced Regional Business Analyst to support Asian offices with advanced analysis, segmentation, prospecting and overall fundraising reporting to further their marketing activities and income generation. The post holder will collaborate closely with the Bangkok-based PSP APAC regional team and national teams in each Asia market, the global Strategy and Analysis team, and external vendors.

 

We’re looking for someone who is passionate about drawing business insight, inform decision-making and provide responsive program development and impactful reporting to stakeholders to support the successful delivery of UNHCR private sector Partnerships strategy in the Asia region.

  1. Duties and Responsibility
  • In coordination for UNHCR PSP Asia Regional, the incumbent is expected to: Business analysis 
    • Collaborate with Fundraising Specialists at a Global, Regional and a National level to help ensure stronger analysis of the various fundraising programs, and better annual and long-term plans leading to improved Return on Investment of PSP Fundraising operations
    • Monitor, assess, and validate consistency and quality of data within the donor databases to ensure suitability to generate country and regional analysis, metrics and results.
    • Improve data quality through field support, capacity building, monitoring and feedback. Perform data profiling to identify and understand anomalies. Communicate the status, value, and importance of data and information.
    • Support offices in their application submissions for fundraising budgets through the ‘National Growth Fund (NGF)’ scheme, and preparation of Long-term Plans.
    • Recommend forecasting methods and models, scenario planning, resource modelling, capability forward load, and other similar “what if” type analyses.
    • Support PSP annual planning and quarterly reporting exercises across Asia markets and best allocation of resources, quality assurance and technical advice on Theories of Change and indicators, as well as with data management and analysis methods.
    • Coordinate and enhance internal/external benchmarking projects across APAC markets.
    • Maximize the use and impact of PSP tools such as LTV project and iNGO benchmarking.
    • Participate in market reviews, market entry and other strategy and analysis projects including PPH market, prospect and donor research, as required.
    • Develop comprehensive performance reports to spot arising opportunities and challenges.
    • Provide training and support to PSP colleagues on Fundraising analysis and reporting, and support capacity building as per market needs.
    • Organize and foster the exchange of best practices across markets in APAC.

    Data strategy

    • Manage the implementation of the PSP Data Strategy across markets in APAC and the development of local data strategies.
    • Ensure alignment of the local and regional data strategies with global PSP data strategy including definition and reporting standards.
    • Represent APAC in iNGO benchmarking and other global iNGO projects to maximize the coverage and relevance of the projects for APAC markets.
    • Shape the way markets engage with data, in line with our aim to create a single supporter view and donor-centric experience.
    • Define minimum viable analytics and reporting frameworks depending on maturity levels of each market in APAC and in line with PSP Global Data Strategy.
    • Support Salesforce implementation across multiple markets focusing on the development of database-driven analysis and reports, and building local capacity to engage with and act on the resulting insights.
    • Support the creation and enhancements of market-based reports and dashboards in Salesforce for ongoing and quarterly reporting.
    • Ensure that documentation is created/updated upon changes in the configuration of the local database, new reports set-up and integration with third parties.
    • Ensure data is collected and maintained in compliance with UNHCR and local regulations.

    Accountability

    • A comprehensive suite of Fundraising Performance Reports and Dashboards is created and enhanced as necessary.
    • Regional and local PSP teams engage with and act on the business insights to inform strategic planning and support operational decisions.
    • Support to the database migration projections is provided as required ensuring optimal quality of the data sitting in the systems and of the resulting business analysis.
    • Training and documentation are provided in relevant areas.
    • Support is provided in a timely and professional manner.
  1. Essential Minimum Qualifications and Professional Experience Required
  • Education (Level and area of required and/or preferred education):
  • Minimum requirement is a bachelor’s degree in Economics/Business Administration or relevant discipline with a substantial quantitative analytical component (e.g. statistics, economics, management science/operations research, finance or data analytics, social research methods).
  • Work Experience:
  • Minimum 6 years relevant experience with Undergraduate/bachelor’s degree (or 5 years relevant experience with Graduate/Master’s degree).
  • Work experience in areas of Data Science, Finance, Programme, Information Management, or other relevant Sales & Marketing fields. Demonstrated ability to create insightful data and evidence-based BI reporting, and to manage a data/BI capability.
  • Experience in data warehouse, data modelling, business intelligence, data visualization, and analysis.
  • Work experience with fundraising and non-for-profit operation is preferred.
  • Experience in regional and country fundraising analysis.
  • Experience with comprehensive reporting, benchmarking and performance evaluation based on return on investment, attrition rates and life-time value, propensity modelling.
  • Experience and understanding of the Data Protection and all relevant legislation in the region.
  • Experience with Salesforce NPSP (nonprofit cloud) Sales Cloud and Service Cloud is preferred.

  • Ability to conceptualise ambiguous problems quickly and use data to explore these problems in a way that guides thinking towards evidence-based conclusion.
  • Strong communication and interpersonal skills; capacity to engage effectively with both fundraising practitioners and technical teams.

  1. General background

The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External

Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. In 2019, UNHCR China Office set up a new Private Sector Partnerships team to mobilize resources from the Chinese private sector to support our work globally. One of the key aspects in PSP’s work is to expand UNHCR’s engagement with the general public including UNHCR’s existing and potential supporters.

UNHCR China is looking for a digital specialized staff who has experience and skills focusing on supporter engagement and donor development, particularly on engaging digital content creation, data analysis and Customer Relationship Management (CRM) related work. This incumbent will also cover part of digital multi-channel work including donor communications, E-commerce operation and data analysis as well as IG related admin tasks. She/He will also support the work of the middle value donor program through a relational approach and work with the Private Partnerships & Philanthropy (PPH) teams for file movement, progressively pipeline donor growth to PPH level.

The incumbent will work under the direct supervision of the Senior PSP Associate, in close collaboration with the whole PSP team including the Assistant PPH officer, the Associate PSP Officer and the PSP Associate, and UNHCR office in Beijing such as the Admin/Finance team

and Public Information team. With support and guidance from the Associate PSP Officer and senior PSP Associate, the incumbent will work closely with outsourced CRM vendors, PR agencies and external digital platforms.

  1. Operational Context

Since PSP team was set up, it has launched, in collaboration with local foundation partners, multiple digital fundraising and communication campaigns on multi-channels, including a charity E-shop, and has gradually grown its supporters with localized approach. The giving levels/potential are diverse among UNHCR’s supporters, and in 2021, a small number of supporters give leverage their companies to provide additional support to UNHCR’s work.  Building on this, in 2022, UNHCR China aims to continue grow its supporter base and deepen its engagement with potential and existing supporters, and to optimize digital platforms operation, especially charity E-shop and local CRM system, which ultimately contributes to the achievement of its growth strategy for individual giving, as well as to support the development of the Middle Value Donor program at its infancy.

Engagement under a UNHCR affiliate scheme is subject to proof of vaccination against COVID-19.

  1. Responsibility

Under the overall supervision of Senior PSP Associate (Beijing), the individual contractor will assist in the following:

  • 1/ Accountability (key results that will be achieved)
    • Support PSP team to achieve individual giving fundraising Key Performance Indicators
    • Support to develop donor communications content for daily digital usage
    • Support to initiate and execute donor engagement activities for enlarging supporter base and improving donor development performance
    • Support to manage E-shop, regular-giving campaigns, CRM system/digital tool and database
    • Support to improve, monitor and analyse online fundraising and social media performance
    • Support PSP individual giving work on admin, procurement, financial process related tasks
    • Support to the development of the Middle Value Donor program

    2/ Responsibility (processes and functions undertaken to achieve results)

    • Through working efficiently with internal teams, extrenal vendors and media partners, base on daily marketing insights and findings, support to develop daily communications content for donor communications and social media interactions;
    • Support to initiate digital supporter interactions or engaging activities on social media and to deliver relevant and contextual push notifications via CRM digital tools;
    • Support to design, execute and optimize donor development programs;
    • Monitor E-shop back-end system, maintain the E-shop content and ensure its healthy operation;
    • Support to release, maintain and optimize the operation of regular giving programs on multi-channels including owned and 3rd party digital platforms;
    • Support to draft individual giving report to summarize E-commerce and fundraising performance, supporter data trending and donor care related findings and learning;
    • Support to liaise with foundation partners to ensure donor care progam compliant with local laws and regulations;
    • Extract actionable insights from available database and online monitoring dashboard, using these insights to evolve communications with target audience to engage, convert and upgrade, including for the development of the middle value donor program;
    • Accumulate market knowledge of fundraising in Mainland China including key target audiences for UNHCR and the most relevant content, media channels and methods to reach these audiences;
    • keep learning and sharing with PSP team on supporter care related cases, insights and new tech trends, then optimize during practice.
    • Support on daily communications, administration and procurements with external vendors and internal UNHCR China office;
    • Conduct other activities that are assigned by supervisors.

    • Engage with individual supporters on behalf of UNHCR China
    • Engage with external vendors and consultant on data or performance driven communications, procurement, payment and administration related work
    • Engage with PSP HQ, regional and other teams to get content and campaign related information, to participate conference and sharings
    • Provide research, learnings and case sharing on the latest digital fundraising trends

  1. Essential Minimum Qualifications and Professional Experience Required
  • Minimum 2 years of relevant experience with high school diploma and 1 year experience for Bachelor degree or above. Relevant experience includes social media, performance marketing or fundraising within the mainland Chinese context, and experience working on data analysis or performance report developing.
  • Fluency in English and working knowledge of another relvant UN language or local language.

Background information/Organizational Context

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.

The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.

The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, inter alia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.

UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.

Duties and Responsibilities

The intern will work under the guidance and supervision of the Assistant PPH Officer and will be based in the UNHCR office in Beijing. S/he will perform the following tasks:

  • Research and content support: Translate UNHCR media materials (press releases, statements, briefing notes, pamphlets and brochures), policy documents and reports from English to Chinese, and vice versa;
  • Social media creative content support: support on planning, copywriting and content production of wechat/weibo posts;
  • Campaigns support: provide timely and qualified assistance to resource mobilization campaigns online and off line;
  • Partnership support: support the development and maintenance of the partnership database, including prospects/donor information, update of engagement, meeting minutes and other related records.
  • Partner network support: support overall private sector cooperation action and search information of potential donors and partners;
  • Undertaking other duties as required by the Supervisor.

Minimum qualifications required

  • A recent graduate (completed studies within 1 year of applying for this internship) or current student in a graduate/undergraduate school programme from a university;
  • Completed at least two years of undergraduate studies in English language and literature, Translation Studies, Communication Studies, Business and Marketing, etc.;
  • Fluent in English, proficiency in other languages i.e. French or Arabic is a plus;
  • Firm commitment to a full-time internship of six months.

  • The aim of the internship is to provide professional experience in an international organization which is related to and supplements studies or interests in international relations, public international law or other related areas.
  • The internship provides an opportunity to work in a multi-cultural intergovernmental organization.
