Governments
Voluntary contributions from government partners and the European Union (EU) are vital to our work, accounting for almost 90% of our annual income.
As of 31 December 2021, our three largest partners were the United States of America, the European Union and Germany, while our largest government partners of unearmarked funds were Norway, Sweden, United Kingdom, Netherlands and Denmark. Unearmarked funding provides the backbone of UNHCR's activities on a global scale, allowing us to respond to emergencies as they happen and enabling us to stay and deliver long after the headlines have faded.

Global Appeal 2022
The Global Appeal 2022 communicates to governments, host countries, private donors, and other partners about UNHCR's priorities. It plans to meet the needs of more than 100 million people, who are anticipated to be under its mandate in 2022.
Global Report 2021
The Global Report presents the work carried out by UNHCR in 2021 to protect and improve the lives of tens of millions of refugees, returnees, internally displaced people, stateless persons, and others of concern.
Report on Use of Flexible Funding
This report focuses on the role and lasting impact that such funding made in the lives of the world's most vulnerable people and showcases UNHCR's efforts to respond to COVID-19, internal displacement, and other emergencies.
