Sources consulted include the currently available publications on foreign constitutional and civil legislation and the departments of External Affairs and Employment and Immigration Canada.
Panama has no diplomatic representation in Canada, and the Panamanian diplomatic representation in the United States is currently staffed by volunteers who could not provide a definite answer.
