REINSTATEMENT OF RUSSIAN PARALYMPIC COMMITTEE
On Friday 15 March 2019 the IPC conditionally reinstated the membership of the Russian Paralympic Committee (RPC) following the publication of post-reinstatement criteria, a number of high-level requirements the RPC must continue to meet until 31 December 2022.
Having met 69 of the 70 original reinstatement criteria, the IPC Governing Board is now confident that the RPC is a much-improved organisation from the time when it was suspended in August 2016.
As Russia disappointingly did not accept the findings of the McLaren Report, we can only lift the suspension under strict conditions. As a result, we will continue to supervise the RPC’s actions and activities until 31 December 2022, a period that covers the Tokyo 2020 and Beijing 2022 Paralympic Games.
On 17 December 2020, CAS found the Russian Anti-Doping Agency (RUSADA) to be non-compliant in relation to its failure to procure that the authentic LIMS data and underlying analytical data of the former Moscow Laboratory was received by WADA.
This matter was discussed by the IPC Governing Board, and the Board resolved to recognise and give effect to the CAS decision and also to adopt revised post-reinstatement criteria for the RPC.
The IPC Governing Board has also informed the RPC of its ongoing concerns in relation to the factual findings of the CAS panel, in particular given the continued denial of such matters by the Russian authorities. As set out in the revised post-reinstatement criteria, the IPC will continue to monitor the situation. If at any stage the IPC considers that any of the revised post-reinstatement criteria are not met, the IPC Governing Board may reconsider the status of the RPC’s conditional reinstatement and may (among other things) immediately revoke such conditional reinstatement, on such terms as it sees fit.
