Highlights
Four new projects were vetted by SNFI Cluster and will start in October 2019 for 10 months. Overall seven partners will provide shelter and NFI support to 32,000 vulnerable IDPs and returnees living in critical shelter in non-camp settings in Dohuk, Salah al Din, Anbar and Kirkuk governorates.

Need analysis
As per the IOM-led DTM report, 1.55 million IDPs and 4.35 million Returnees have been identified across the country, from January 2014 to 30st September 2019.
The number of IDPs continues to decrease (from 2.6 million as of Dec.2017 to 1.55 million as of Sep.2019); while the numbers of returnees has increased (from 3.2 million, end of Dec.2017 to 4.35 million, end of Sep.2019).
- 30% of the 1.6 million IDPs are in camps, while 62% are currently in private settings (in rented accommodation or with host families); 8% remain in critical shelter arrangements (unfinished/abandoned building; school/religious buildings and informal settlements).
- 95% of the returnees are in their habitual residence, 2% in Private Settings while 3% live in critical shelter arrangement such as informal settlements, unfinished and abandoned buildings, schools, religious structures.
Response
Out of the overall SNFI Cluster target of 861,650 individuals, 135,527 people have been assisted with NFI kits; 49,730 people have benefited from shelter interventions. The coverage for NFI kits stands at 15% of the cluster target; and the coverage for shelter stands at 7% of the cluster target. From the total number of beneficiaries reached:
- 52,120 people living in camps and informal settlements have been reached with NFI kits; 7,990 people have been provided with emergency shelter interventions.
- 38,162 returnees have been reached with NFI kits; 38,355 people were assisted with either emergency repairs of war damaged houses, or provided with sealing-off kits.
- IOM has started the replacement of tents in Jad’ah camps through a cash for work program. Women residing in these sites have been involved (see picture above).
Gaps / challenges
Starting August 15th, the Government of Ninewa has fast accelerated the camp consolidation and closure process, also in conjunction with security screenings and movement of IDPs back to other governorates of origin. This has resulted into forced relocations and coerced departures, causing approximately 15,200 IDPs to depart camps in Ninewa, and resulting in the closure of Jeddah 6, Haji Ali and Nimrud camps, and the consolidation of Hamam al Alil 1 & 2 and Salamiyah 1 & 2. This has led to a significant increase of IDPs out-of-camp in many areas, and has driven premature returns into areas heavily affected by the conflict including Ba’aj, and Hatra
