 Highlights

  • In 2020, the cluster identified about 2 million of South Sudanese are in needs of the Emergency Shelter and Non-Food Items (ES-NFIs) assistance. Of this, the Cluster targeted about 1 million of populations will receive ES-NFI assistance, through in-kind distribution, cash/voucher Assistance (CVA) and integrated settlement programming, this includes the new displaced population, protracted displacements, returnees, host communities and those who are affected by the natural hazards. The Cluster has requested about USD 36 million of funds to be able to reach this population.

Need analysis

  •  Rainy season is in full swing since July 2020 in all over the country, causing massive flooding in most of the locations in Jonglei, Lakes, Upper Nile, Central Equatoria, Western Equatoria, and Northern Bahr el Ghazal States. Some 800,000 people were affected by floods by the end of September 2020, with half of the country flooded displacing approximately 368,000 people. The cluster developed a flood response strategy targeting 60,000 households (360,000 individuals) with funding requirement of USD 4.55 million. The cluster has secured USD 3.2 million from the SSHF and CERF to support 225,000 flood affected populations out of the 360,000 priority individuals affected by floods.

  • Renewed sub-national violence in the Greater Pibor Administrative Area (GPAA) in July 2020 has displaced an estimated 40,000 people seeking protection and humanitarian assistance in the nearest UN compound. Partners are working together providing emergency shelter materials and non-food items.

  • Following the discussion of the UN Mission in South Sudan, Humanitarian Actors, and the Government of South Sudan, the Bor Protection of Civilian (PoC) was designated into an IDP camp during the month of September 2020.

Response

  • In Quarter 3 2020, the cluster’s partners assisted 164,485 individuals (151,352 individuals with NFI and 66,749 individuals with shelter assistance). A total of 788,663 individuals reached as of September 2020 representing 71 per cent of Humanitarian Response Plan target in 2020.

  • In areas where the security was more stable and markets were functioning, partners are commenced the cash/voucher assistance (CVA) programming targeting a small number of populations. As of September 2020, a total of 18,000 individuals benefited from the CVA programming. 

  • During the reporting period, the core pipeline managed to dispatch 176 MT of stocks from the central warehouse in Juba to field warehouses for further distribution by partners to meet needs of the crisis-affected population.

Gaps / challenges

  • The Pipeline is current experiencing shortage on the plastic sheet as the plastic sheet are largely used in the previous response. This will delay the response for another month as the pipeline is expecting to receive the newly procured plastic sheet in November 2020.

  •  Funding gap of USD 2.5 million to support 135,000 individuals out of the 360,000-priority population affected by floods.

  • Many cluster partners remain underfunded this year, this is also delaying the response as many partners particularly the national NGOs are not able to secure money.

  • Most of the road is not accessible during the rainy season. Partners on the ground have to wait for weeks to receive the items to be distributed to the beneficiaries.
