Following the withdrawal of the Ethiopian Defense Force from the major towns of Tigray on June 28, 2021 and combined with the declaration of a unilateral ceasefire by the Federal government, the political dynamics  have changed dramatically in Tigray Region. The interruption of essential services such as the blackout of electricity, telecommunications, and the internet throughout the Tigray region intensifies the already extreme humanitarian situation. The Shortages of cash and fuel in the Region significantly hampered partners' capacity to respond with full potential.

  • Cluster identified 4.5M as a cluster PIN that consists of 2.0M IDPs, 400,418 Returnees and 2.1M Non-displaced people
  • The Cluster has targeted 2.8M consisting of 1.12M IDPs, 201,962K Returnees and 1.5M non-displaced people during the HRP 2021
  • As per the HRP 2021, Cluster’s overall funding requirement for the year 2020 is $92.7 Million (to address SNFI cluster needs.
  • Shelter/NFI Cluster assisted 13% out of 2.8M IDPs and Returnees across Six Regions.

  • From the overall cluster’s target, the cluster targeted 0.53M people for COVID-19 related responses.
  • As per the MYR, cluster’s overall funding requirement for the year 2020 is $101.1 Million (77.7M for Non-COVID-19 and 23.4M for COVID) to address SNFI cluster needs.

  • Since April 2019, the government-led returns process resulted the returnees of 1.6 million IDPs to their place of origin.

  • Shelter/NFI Cluster assisted 15% percent out of 2.7 million IDPs and Returnees across six Regions.

  • The Mid-Year review exercise was conducted in September and the cluster target was revised to 2.4 million IDPs with an overall requirement of $132.3 million to address Shelter and NFI needs.
  • Shelter/NFI Cluster assisted 31 percent out of 2.4million IDPs across seven Regions.
  • A Cluster Retreat was held on 28th and 29th November to launch preparation of ESNFI contribution to the 2019 HDRP, and a longer-term Shelter Plan for Ethiopia.
  • The SAG is established and endorsed by partner.
