Pakistan was the first country to apply the cluster approach following a massive earthquake in Pakistan-administered Kashmir in 2005. IOM led the Shelter/NFIs Cluster for the earthquake response, and subsequently for successive floods in 2010, 2011 and 2012. At subnational level, Shelter Cluster coordination for the 2011 and 2012 responses was led by IOM in Sindh, NRC in Balochistan and UNHCR in Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (KP/FATA). 
 
Following the deactivation of all clusters at national level and provincial levels in Sindh and Balochistan in December 2013, the Shelter/NFIs Cluster for natural disasters transitioned into a Shelter Working Group to sustain core activities, including coordination and information management for ongoing flood recovery projects, as well as preparedness planning. Activities are ongoing, with updates and resource documents posted on: www.shelterpakistan.org. Updates related to flooding and earhtquake preparedness activities for 2015 will also be posted here.
 
In parallel, cluster coordination for the complex crisis in KP/FATA was activated in 2009 and remains active to date, with UNHCR leading the Shelter Cluster at provincial level. Ongoing activities include coordination of shelter/NFI assistance for IDPs and returnees, with an estimated 295,000 families currently facing displacement.
