Resettlement
Refugees are not entitled to resettlement. Final decisions with regards to resettlement are taken by receiving countries and not by UNHCR or Serbian authorities. Serbia is not considered as a country from where resettlement is necessary. UNHCR does not have a resettlement programme in Serbia.
Assisted Voluntary Return and Reintegration (AVRR)
The Assisted Voluntary Return and Reintegration (AVRR) programme supports migrants to voluntarily return to their country of origin or to a third country where the returnee has permanent residence. Assisted Voluntary Return and Reintegration (AVRR) is a migration management services which the International Organisation for Migration (IOM) offers to migrants and governments. It aims at orderly, humane and cost-effective return and reintegration of migrants who are unable or unwilling to remain in host/transit countries and who wish to return voluntarily to their countries of origin. This voluntary return programme is conducted in close cooperation with governmental institutions and migrant communities.

Trafficking in persons
Trafficking in persons is a crime that takes place in every region of the world. People in need of international protection moving irregularly or who are in protracted displacement situations are particularly vulnerable and may be unable to seek assistance from the state authorities to escape a situation of exploitation. Trafficking in persons can happen to anyone, regardless of age, gender, sex, religion or any other criteria. Male and female victims of trafficking alike may be exposed to many kinds of abuse during their trafficking experience. Trafficking includes victims of forced labour, forced begging and domestic servitude as well as victims of commercial sexual exploitation and forced marriages.
UNHCR seek to:
- Prevent asylum-seekers, refugees and other persons in need of international protection from becoming victims of trafficking, and addressing the protection and assistance needs of those who do, and to
- Ensure that potential international protection needs of victims of trafficking are properly identified and that they are afforded corresponding rights and protection.
To achieve these objectives in Serbia and to develop joint initiatives to address trafficking in persons, UNHCR works in closely with the Centre for Human Trafficking Victims Protection, NGO “Astra” and NGO “Atina”.
Family tracing – Red Cross and Red Crescent
The Red Cross of Serbia, together with the ICRC and National Red Cross and Red Crescent Societies abroad, helps people in Serbia search for family members in another country.
