Forced displacement owing to conflict, violence and persecution continues to rise, with the number of people of concern to UNHCR increasing. The Global Appeal 2020-2021 presents the proposed budgets for the 2020-2021 biennium and provides information on the objectives and financial resources that will be required for UNHCR’s programmes to bring about protection and lifesaving assistance, safeguard fundamental human rights and seek comprehensive solutions to the plights of tens of millions of refugees, internally displaced people, returnees, stateless persons, and other people of concern.

Transformative initiatives
The coming year will see a range of initiatives and commitments as UNHCR transforms itself to better respond to the needs of people of concern. It includes strengthened, more decisive, more predictable, and more efficient engagement in internal displacement.
The first Global Refugee Forum, to be held on 17-18 December 2019, will be a critical opportunity to build momentum towards achieving the objectives of the Global Compact on Refugees.
And chief among these transformative initiatives is a wide-ranging decentralization and regionalization process, which includes the relocation of regional bureaux from Headquarters to their respective regions; the consolidation of a number of existing regional structures into the seven new and re-profiled regional bureaux; and the strengthening of country operations.
