Donor Care Assistant (Renewable Contract, LICA 4)

Office of the United Nations High Commissioner for Refugees (UNHCR) is recruiting a Donor Care Assistant, carrying an external title of “Donor Care Executive”, to work alongside the Donor Care team and to provide high quality customer service and deliver engaging donor communications for Private Sector Partnerships Service (PSP) in UNHCR Hong Kong and Macao SARs.

Requirements and experience:

  • Completion of the Secondary Education, degree is desirable in marketing, communication, social science or a related field;
  • Minimum 1 year of proven experience in a fundraising or sales environment working on donor/customer care or fundraising, gained in Hong Kong market;
  • Proven experience of managing donor or customer records within a customer relationship database;
  • Knowledge of MS office especially MS Word, MS Excel;
  • Attention to details, high accuracy and result oriented;
  • Ability to collaborate with others, with a flexible and positive attitude;
  • Strong communication and interpersonal skills;
  • Able to work independently and under pressure;
  • Proficiency in written and spoken Chinese (Cantonese and Mandarin) and English;
  • Writing skills for donor communications;
  • Customer service oriented;
  • Statistical and mathematical competencies.

Responsibilities:

  • Under the supervision of Assistant PSP Officer (Donor Care) (NOA) of UNHCR PSP Unit, responsible for supporting the operation of donor care works of PSP Unit including processing of donation forms, donor journey, donation transactions, etc.;
  • Execute donor journeys according to planned schedule, conduct testing among journeys, implement donor engagement activities;
  • Work closely with supervisor to design, implement, monitor and optimize telemarketing programmes and make sure KPIs are met;
  • Liaise, monitor and review outsourced vendor services performance such as data entry, telemarketing, lettershopping services etc.;
  • Produce report and analysis to enhance programme performance, donor retention and understand donor behaviour;
  • Produce online and offline communication to donors to enhance donor loyalty;
  • Organize donor gatherings and conduct donor surveys;
  • Respond to donor enquiries accurately and sincerely to ensure a high quality of donor service standard can be met
  • Ensure the quality and accuracy of donor details and records on the donor database inputted by the team including:
    • Ensuring that donation forms are processed in an accurate and timely manner;
    • Ensuring supporter’s details are accurately record in the database; and
    • Ensuring transaction records are accurate.
  • Deliver best quality donor care to new and existing donors including:
    • Engaging new donors and extending their loyalty by delivering proper welcome call or email;
    • Follow up unsuccessful debits on a timely manner;
    • Ensure donor communications are properly produced and delivered according to schedule;
    • Ensure donation receipts will be issued according to planned schedule;
    • Ensure donors will receive proper thank you calls to develop close donor relationship; and
    • Prompt replies to donor and pubic enquiries related to UNHCR by phone, email or mail.
  • Liaise with bank and payment platforms to ensure timely and accurate payment collections;
  • Support UNHCR’s donor care and fundraising events, outdoor work may required; and
  • Undertaking other duties as assigned by her/his supervisor.

1. General Background
The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

For nearly 70 years, UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.

UNHCR works in 134 countries, with staff based in a mixture of regional and branch offices and sub and field offices. UNHCR’s staff works hard to help the displaced, specializing in a wide range of disciplines, including protection, administration, public affairs and health. The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.

The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic

law includes a provision (Article 46) regarding the treatment of refugees, which foresees, inter alia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.

UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.

2. Organizational Context

The Programme Assistant receives guidance from Associate Admin/Programme Officer and may receive indirect guidance from other sections and units relevant to the country programme(s). UNHCR Manual, programmes objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the Programme Assistant.

3. Responsibility
– Provides administrative assistance and support in routine services and activities within Admin/Programme unit.
– Guided by the Multi-Function Team (MFT) approach, contributes to monitoring activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions.
– Assists in implementation of Cash-Based Intervention (CBI) to UNHCR’s beneficiaries on quarterly basis, including initiates distribution list, registers beneficiaries bank instruction in supplier system, conducts Post-Distribution Monitoring (PDM), drafts PDM report, maintains CBI payment records and other files as well as reconciles expenditures, balances and other data for day-to-day transactions and reports.
– In line with UNHCR’s medical policy, manages CHIBMED email box to review and deal with the special requests of medical service from beneficiaries, drafts the correspondences, conducts necessary research and analysis for background materials, working paper & table, implements and follows up the decision made by office.
– Assists in establish tool/database for programmes activities for monitoring and evaluation purposes.
– Assists in Participatory Assessment and conducts the home visits and other activities on needs basis. Performs interpretation and informal translation work in connection with programmes and general office activities and meetings.
– Serves as Travel Focal Point for UNHCR China office in Beijing to process travel request, create travel authorization in MSRP, facilitates the travel claims as well as other related activities.

– Monitors travel related transactions in MSRP, including filing the record, reconciliation, clean-up the ageing transactions and so on.
– Works closely with UN travel agent to process the tickets booking for the official mission and keeps the policies and procedures on duty travel updated in a timely manner.
– Assists in obtaining visas, stay permits, UNLP, airport pass, hotel booking, custom clearance of shipment and other logistic supports for all official mission.
– Implements and coordinates protocol procedures for all in-country visits of guests, including travel arrangement, hotel booking, invitations, visa application and ensures proper protocol for high-level visitors.
– Keeps official travel/mission plan up to date and supports in completing any ad-hoc tasks assigned.
– Performs other duties as required.
4. Essential Minimum Qualifications and Professional Experience Required
– At least one-year relevant working experience with Bachelor or equivalent or higher in Business Administration, Political Science or related field.
– Computer skills (MS office), knowledge of database applications.
– Excellent knowledge of English and local language.
