In Nigeria, a policy on internal displacement has been in development for over 10 years (OHCHR 2017). After being approved at the level of the Attorney General, disagreements, such as the identification of an institutional focal point, as well as the loss of momentum after the technical committee in charge of its development validated a draft in 2012, hindered its final adoption by the country’s federal executive council (GPC 2016). In 2015 a law and policy task force was created to revive the process of drafting and to advocate for its adoption. In March 2017, the National Commission for Refugees, Migrants and Internally Displaced Persons started a process of revision of the draft policy on internally displaced persons, whit the revised version set to be presented to the Federal Executive Council of the government for adoption (GCER 2017).
In parallel, at the time of the visit of the Special Rapporteur on the Human Rights of Internally Displaced Persons in August 2016, a bill to domesticate the Kampala Convention (ratified in 2012) was before the Parliament (OHCHR 2017).
