Mudug

It is a region located in the Southern part of the Puntland State of Somalia. The Internally Displaced Persons population in Mudug is estimated to be more than 100,000 IDPs (CCCM DSA Round2 2019). Mudug is characterized by recurrent drought, moderate security, and irregular access to populations in need by partner to deliver humanitarian assistance. Gaalkacyo town is located in the Western side of the Mudug region. It lies on the border between Puntland and South-central Somalia and has been the gateway for displaced populations. Gaalkacyo is one of the oldest towns in Southern and Central Somalia. Gaalkacyo is split up in a North and South section that are administered by the Puntland and the Galmudug government respectively.

Officially, there are 34 IDP settlements in Galkayo with 13,313HH/73,931 IDPs. However, according to a recent CCCM Cluster IDP verification exercise, Galkayo is a home to more than 90,000 IDPs seeking refuge from drought, regional conflicts as well as livelihood opportunities.The IDPs live in more than 70 settlements scattered throughout the town and its environs, with the majority of the IDP settlements being in the North. Many of the IDPs are protracted IDPs who have been displaced for over 10 years. Clan affiliation dominates their vulnerability, as it is directly linked to their level of security and protection. IDPs can be distinguished between those with ancestral roots (i.e. clan affiliation) in Gaalkacyo, and those with no roots. Most of those without ancestral roots, or those from minority clans, have limited access to any source of livelihood and many depend heavily on humanitarian aid. 

Majority of the IDPs in Mudug live in makeshift buuls located in unplanned, informal settlements. While the formation many different settlement is already complicated service delivery of the IDPs, the presence of gatekeepers negatively affect IDPs’ free will and equal access to the Humanitarian service.The Shelters are charactarized by insufficient access to basic services, poor shelter conditions that raise protection and health concerns, and lack of livelihood opportunities. The IDPs remain in need of improved Shelter and NFIs support.

Since 2017, drought conditions in Mudug has resulted in an influx of more than 20,000 new IDPs in Galkayo. In order to respond to the situation, the local authorities and the humanitarian partners have engaged in a relocation exercise in order to provide more durable solution to the IDP crisis in Galkayo. A Joint Task Force Comprising humanitarian partners and the relevant authorities was established and has been operational since February 2018. The local authorities donated two plots of land (one in West and one in East Galkayo) to accommodate over 40,000 IDPs. The land was acquired by the local authority through a purchase and through a formal donation from the Host community. The site in the West is two square kilometres (2 km2). It is located approximately three kilometres from the town and can host between 3,000 and 3,500 households (roughly 20,000 IDPs). The second site on the East is three square kilometres (3 km2) and approximately 16 km from the town and can host over 4,000 households (roughly 24,000 IDPs).

Due to security constraints, there has been more shelter projects in North Gaalkacyo. The infrastructure exercises in Gaalkacyo North and Gaalkacyo South are planned for 2019.
