The Ministry of Education and sector partners (UNHCR, UNICEF, UNESCO and donors) are making collective efforts to improve equitable access to quality inclusive education for all children including refugee children. The Ministry of Education facilitated 1 and double shift schooling in camps and in host communities to accommodate refugee children.

Additionally, the Ministry of Education, together with the support of key stakeholders established and implemented certified non-formal education programmes, mainly the Drop Out and the Catch Up Programmes, targeting out of school children three years or more. ECED and inclusion of children with disabilities are key priorities set by the MOE for which UN agencies and education sector actors/donors are providing support. UN agencies along with its partners provide learning support services to refugee children who need additional learning assistance.

Teachers capacity building is another priority for MOE. Hence, efforts exerted in supporting school principals and supervisors in camp schools and urban to become better instructional leaders and assisting the development of school improvement plans and self-evaluation for greater accountability.

Learning For All Campaign

Formal Education System in Jordan

The structure of the educational system in Jordan consists of one year of pre-school education or kindergarten, ten years of compulsory basic education (Grades 1-10), two years of academic or vocational secondary education (Grades 11-12). At the end of the second year of high school, students take the secondary education exam (Tawjihi) for a certificate.

The instructions of the Ministry of Education allow children to be registered in formal education for those who have been out of school for less than three years.

Register in the nearest public school. It is not required upon registration in any school to provide previous school certificates. A copy of the service card issued by the Ministry of Interior for the Syrian community must be presented when registering at the school. In cases of transfer from one school to another, the last school certificate must be presented, according to the Ministry of Education instructions applicable in the academic year 2019/2020.

Register your children with disabilities in school, as public schools receive children with mild to moderate disabilities.

 

Catch Up programme for Syrian Children

The Catch Up programme is scattered into three intensive educational levels for the first six basic grades (from the first to the sixth grade), implemented and supervised by the Ministry of Education. After undergoing diagnostic tests, the child accepted and enrolled in the level of the Catch Up programme according to his capabilities, and each student gets a school certificate issued by the Ministry. Children aged 9 to 12 who have not attended formal education permanently (do not have any reading, writing or mathematical skills) or have dropped out of education for a period exceeding three years, could register and enroll in the Catch Up programme.

To register in the Catch Up programme, please check with the nearest Directorate of Education on the date of the diagnostic exam. Bring a copy of the service card issued by the Ministry of Interior for the Syrian community.

 

Drop Out Programme

This programme provides an opportunity for students who have been out of school for 3 years or more and are in the age group between 13 and 18 years for males, and 13 and 20 years for females, where they can join and register in the available Drop Out programme.

The student is enrolled in the Drop Out programme after undergoing diagnostic exams to place him/her in the suitable level in the programme.

After graduation from the programme, the child can obtain a document equivalent to the tenth grade for the purposes of continuing in vocational training or home schooling.

The Drop Out programme is characterized by a participatory approach that encourages youth leadership and critical thinking, and also helps them to continue their education and set their future goals.

Higher education plays a pivotal role to master the skills earned, and invest in the knowledge received, opening the doors to future development, in terms of chasing better opportunity to livelihoods, engaging positively with communities to make a difference.

With knowledge and skills obtained from an accredited higher education institution and often the acquisition of a new language, educated young refugees stand a greater chance of becoming self-reliant; UNHCR considers refugee access to educational opportunities including higher education is a very high priority.

UNHCR is actively engaged with the Ministry of Higher Education to ensure access of refugee students in the higher education national system responding to the 2030 education framework to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

In-Country Scholarships

UNHCR works to strengthen access to tertiary education through supporting scholarship programmes:

  1. DAFI Scholarship – The Albert Einstein German Academic Refugee Initiative – funded by the German Government and private donors to cover bachelor’s level, is announced by July to September of each year, following Tawiji exams. WILL BE ANNOUNCED WHEN OPEN
  2. EDU-SYRIA scholarship programme, funded by the European Union Trust Fund “Madad” offers master’s degree scholarships for Syrian refugee students in Jordan. Applications are now being accepted. The application process is open until 09 July 2020. DETAILS AND APPLICATION
  3. Arizona State University (ASU) and the Abdullah Al Ghurair Foundation for Education (AGFE) offer cycles of online master’s degree (OLSP) programmes in 33 different specializations (engineering, technology, mathematics, health, education, tourism, etc.). Applications are now being accepted for the second semester of the academic year 2020-2021 (spring). The application process is open until 16 August 2020. APPLY NOW

Third-Country Scholarship-Complementary Pathways

  1. The Japanese Initiative for the Guture of Syrian Refugees (JISR) funds master’s degree scholarships for Syrian refugees to study in Japanese universities accompanying their nuclear family members. The registration period usually starts in September through November of every year. WILL BE ANNOUNCED WHEN OPEN
  2. The World University Service of Canada (WUSC) manages the Student Refugee Program (SRP) which is a resettlement programme that provides opportunities for refugees to continue their post-secondary studies in Canada as a ​one-year sponsorship programme. Applications are usually open starting in January until February of every year. WILL BE ANNOUNCED WHEN OPEN

UNHCR established 10 Connected Learning Hubs (CLH) in urban and 2 in the camps of Zaatari and Azraq, in partnership with Learning Equality and Google.org. CLH are learning centres that provide educational platforms which aim to strengthen the quality of education throughout digital learning resources.

It offers e-learning platform utilizing “Kolibri” platform focusing on mathematics, Arabic language, English language, science, technology and general knowledge. Learners can benefit from these resources as a resource complementing the local curriculum.

UNHCR and partners supported self-access of students and the functionality of virtual classrooms as viable ways to access the platform.

UNHCR aims at ensuring the continuity of learning support programs in line with the Ministry of Education’s s efforts reaching out to students.

Qualified refugees and Jordanian facilitators provide the required support to ensure a blended learning process. All female and male refugees and Jordanian students aged 13-17 years old can access the platform and the centres.

The fact that 50% of the Kolibri content was aligned with the Ministry of Education’s curriculum, MoE will be hosting the aligned content on its e-learning platform (Noorspace) during the distant learning phase responding to COVID-19.
