The Service for Foreigners’ Affairs (SFA) is an independent administrative unit within the Ministry of Security that is responsible for the entry and stay of foreigners in Bosnia and Herzegovina and performs a number of duties related to asylum.
If you are in need of international protection and would like to apply for asylum, the SFA is responsible for the first step in this process. The SFA will issue you with an ‘Attestation of Expressed Intent to Seek Asylum’ (also known as ‘the White Paper’) and will refer you to one of the available reception facilities, assuming available space. You can go directly to one of the 16 SFA offices in Bosnia and Herzegovina. If you initially express intent to seek asylum with the Border Police, they will refer you to an office of the nearest SFA. The SFA offices are open Monday to Friday between 08:00 and 16:00. A detailed explanation of how to apply for an asylum is here.
More information on asylum in Bosnia and Herzegovina is available here and more information is also available from Vaša Prava (UNHCR’s free legal aid partner) or UNHCR.
The SFA should also provide you with initial information on the asylum process and your rights and obligations.
The SFA has offices in the following locations:
