Voluntary Repatriation to Sri Lanka|சுய விருப்பத்தோடு இலங்கைக்கு நாடு திரும்புதல்

If you are considering returning home, it is important to remember the decision to return is yours. During the time that you’ve been away, the situation in Sri Lanka has also changed. Try to find out as much information as possible by:

1. Contacting your family members and friends where you intend to return in Sri Lanka by telephone, letter or email and ask what the current conditions are in your intended place of return.
2. Speaking to UNHCR officials in India. UNHCR staff will be able to discuss your options and help you understand what type of assistance you may be able to receive.

நீங்கள் தாய்   நாட்டிற்கு திரும் புவது பற்றி சிந்திக்கின்றீர்கள் என்றால், திரும்புவதற்கான தீர்மானம் உங்களுடையது என்பதை ஞாபகத்தில் வைத்திருங்கள். நீங்கள் நாட்டில் இல்லாத நேரத்தில் இலங்கையிலும் நிலைமைகள் மாறியிருக்கின்றன. கீழ்வரும் வழிமுறைகளினுடாக கூடுமான அளவுக்கு அதிகமான தகவலை பெற்றுக்கொள்ள முயற்சி எடுங்கள்:

1. இலங்கையில்,நீங்கள் திரும்புவதற்கு உத்தேசித்திருக்கும் இடத்திலுள்ள                                                             குடும்ப உறுப்பினர்கள் மற்றும் நண்பர்களை தொலைபேசி,கடிதம்அல்லது மின்னஞ்சல் வழியாக தொடர்புகொண்டு நீங்கள் திரும்புவதற்கு உத்தேசித்துள்ள பிரதேசத்தில் தற்போது நிலைமைகள் எவ்வாறிருக்கின்றன  என்பதை கேட்டறிந்து கொள்ளுங்கள்.
2. நீங்கள் அகதி அந்தஸ்து அல்லது புகலிடம் பெற்றுள்ள நாட்டிலுள்ள UNHCR அதிகாரிகளுடன் உரையாடுங்கள்.UNHCR ஊழியர்களினால்,உங்களுக்குள்ள தெரிவுகள் குறித்து கலந்துரையாட முடிவதுடன் எவ்வாறான உதவிகளை உங்களால் பெறக்கூடியதாக இருக்கும் என்பதை விளங்கிக் கொள்ளவும் உங்களுக்கு உதவி அளிப்பார்கள்.

A. For Camp Refugees:

Please submit a written application with the following information:

• Name and age of the family members wanting to repatriate
• Address and phone number of the place of return in Sri Lanka
• Phone number of the applicant
• The following supporting documents should be attached to the application: copies of the refugee family ID card, certificates of birth, death and marriage documents issued by the relevant authorities in Tamil Nadu; and if available, copies of the SL emergency travel document (ETD) and exit permit (EP).

நாடு திரும்புவதற்கான விண்ணப்பித்தல்

நீங்கள் முகாம் அகதிகளாக இருப்பின் கீழே குறிப்பிட்டுள்ள ஒரு மனுவை சமர்ப்பிக்க வேண்டும்

• உங்களது குடும்பத்திலுள்ள நாடு திரும்ப விரும்பும் நபர்களின் பெயர் மற்றும் வயது
• தங்களது தற்போதைய முகவரி மற்றும் தொலைபேசி எண்
• இலங்கையில் திரும்ப விரும்பும் முகவரி மற்றும் இலங்கையிலுள்ள குடும்ப நபர்கள் அல்லது நண்பர்களின் தொலைபேசி எண்
• மேலும் தாங்கள் எழுதி அனுப்பும் மனுவோடு இணைத்து கட்டாயம் அனுப்ப வேண்டும் முகாமில் உள்ள குடும்ப அடையாள அட்டையின்,  தங்களது குடும்ப உறுப்பினர்களின் பிறப்பு, இறப்பு சான்றிதழ், திருமண பதிவு சான்றிதழ் மற்றும் இலங்கை திரும்பி செல்வதற்கான கடவுச்சீட்டு மற்றும் மாவட்ட ஆட்சியர் அலுவலகம் மூலமாக பெறப்பட்ட வெளி செல்லும் அனுமதி (இருந்தால்)

B. For those staying outside camps:

If you do not have camp registration or if your camp registration has been removed or if you have chosen to live outside the camp and intend to return to Sri Lanka, you would be levied visa fees and an overstay penalty from the day you have been living without registration.

The Government of India has implemented a procedure to waive the visa fees and overstay penalty for refugees who opt to voluntarily return to Sri Lanka. The overstay penalty waiver consideration is available on a case to case basis for Sri Lankan nationals who arrived in India prior to 9^th January 2015. The application can be sent via post or handed in person at:

• Send a written application mentioning names and ages of all individuals intending to return
• Provide the date of arrival of all members of the family
• Provide the date of birth of children born in India
• Provide your phone number and complete residential address
• The following supporting documents should be attached to the application: copies of latest police registration copies for all family members, certificates of birth, death and marriage documents issued by the relevant authorities in Tamil Nadu; copies of the SL emergency travel document (ETD), copies of passport used on arrival and copy of the visa page.

முகாமிற்கு வெளியே வசிக்கும் நபர்களாக இருப்பின்

தற்பொழுது முகாமில் இல்லை என்றாலோ அல்லது முகாமில் பதிவு நீக்கம் பெற்றிருந்தாலோ அல்லது நீங்கள் முகாமிற்கு வெளியே காவல்துறை பதிவோடு தங்கியிருந்தாலோ தற்போது நாட்டிற்கு திரும்ப விருப்பம் இருந்தால் நீங்கள் வெளிச்செல்லும் அனுமதி பெறுவது சிரமமாக இருக்கும் ஏனெனில் தங்களின் வெளிச்செல்லும் அனுமதி விண்ணப்பத்தை பரிசீலிக்க தண்டத் தொகை அரசாங்கத்தால் அறவீடு செய்யப்படும்.

இதற்காக இந்திய அரசாங்கம் ஒரு சிறப்பு திட்டத்தை அமல்படுத்தி இலங்கையிலிருந்து இந்தியாவிற்கு 09ம் தேதி ஜனவரி மாதம் 2015ஆம் ஆண்டிற்கு முன்பாக வந்த அனைவருக்கும் அவர்களின் தனிப்பட்ட நிலைமை கருதி இந்த மிகை தங்கல் தண்ட தொகையானது தள்ளுபடி செய்ய படுகிறது இதற்காக விண்ணப்பிக்க நீங்கள் தொடர்பு கொள்ளவேண்டிய முகவரி :

• தங்களது பெயர் வயது மற்றும் குடும்ப உறுப்பினர்களின் விபரத்தை மனுவாக எழுதி சமர்ப்பிக்க வேண்டும்
• இந்தியாவிற்கு வந்த தேதியை குறிப்பிட வேண்டும்
• தங்களுக்கு இந்தியா வந்ததற்கு பின்பு குழந்தைகள் பிறந்திருந்தால் அவர்களின் பிறப்பு தேதியை குறிப்பிட வேண்டும்
• தங்களது தற்போதைய முழுமையான முகவரியையும் தொலைபேசி எண்ணையும் குறிப்பிடவும்
• மேலும் தங்களது விண்ணப்பத்தோடு உங்களது குடும்ப உறுப்பினர்கள் அனைவரின் காவல்துறை பதிவு ஆவண நகல்களையும், குடும்ப உறுப்பினர்களின் பிறப்பு, இறப்பு திருமணம் போன்ற பதிவு சான்றிதழ்களையும், தங்களது கடவுச்சீட்டு மற்றும் இந்தியா விமானம் மூலமாக வரும் பொழுது பயன்படுத்திய கடவுச்சீட்டு மற்றும் விசா நகல்களையும் இணைத்து சமர்ப்பிக்க வேண்டும்

For return, verification interviews are held by UNHCR staff in the districts and the Commissionerate of Rehabilitation in Chennai. Refugees have to be present at the interview with all their family members who intend to return.

The following documents/ photos should be presented by refugees for verification to UNHCR staff at the time of interview:

• Refugee family ID card issued by the Government of Tamil Nadu or copy of the order of overstay penalty waiver for non-camp refugees
• One way travel document issued by the Sri Lankan Deputy High Commission in Chennai, if available
• Marriage registration certificates, if available
• Indian birth certificate of refugee children born in India
• Sri Lankan birth certificate of refugee children born in India, if available
• Address and phone number of the relative in Sri Lanka to whom the refugee family is returning
• 2 passport size colour photos of each repatriating refugee
• Exit permit issued by the Collector, if available (original and a copy) or deficiency letter provided by FRRO

UNHCR அலுவலர்களால் மாவட்டங்களிலும் மற்றும் மறுவாழ்வு துறை ஆணையர் அலுவலகங்களிலும் சுய விருப்பத்தை உறுதி செய்யும் நேர்காணல்கள் நடத்தப்படுகின்றன. நாடு திரும்ப விரும்பும் குடும்ப உறுப்பினர்கள் அனைவரும் இந்த நேர்காணல்களில் கட்டாயம் கலந்து கொள்ளவேண்டும்.

இவ்வாறு சுய விருப்பத்தை உறுதி செய்யும் நேர்காணலில் கலந்து கொள்ள வரும் அகதிகள் கீழ் குறிப்பிடப்பட்டுள்ள ஆவணங்களை தவறாது எடுத்து வரவேண்டும்

• தமிழக அரசால் வழங்கப்பட்டுள்ள அகதிகளுக்கான குடும்ப அட்டை / அரசால் வழங்கப்பட்ட மிகை தங்கல் தொகை தள்ளுபடி செய்யப்பட்டதற்கான அரசு ஆணை
• திருமண பதிவு ஆவணம் (இருந்தால்)
• இந்தியாவில் பிறந்த அகதி குழந்தைகளுக்கு இந்திய அரசால் வழங்கப்பட்ட பிறப்பு சான்றிதழ்
• இலங்கையில் திரும்ப இருக்கும் தங்களது உறவினர்களின் முகவரியும் தொலைபேசி எண்ணும்
• நாடு திரும்ப இருக்கும் அனைத்து நபர்களின் 02 பாஸ்போர்ட் சைஸ் வண்ண புகைப்படம்
• மாவட்ட ஆட்சியர் மாவட்ட ஆட்சியரால் வழங்கப்பட்ட வெளி செல்லும் அனுமதி அல்லது வெளிநாட்டவர் பதிவு அலுவலர் வழங்கிய கடிதம் (இருந்தால்)

Refugees who do not have a Sri Lankan passport can repatriate with a one-way emergency travel document (ETD) issued by the Sri Lanka Deputy High Commission (SLDHC) Office in Chennai.

Refugees applying for ETD have to come in person to the SLDHC Office in Chennai with all family members who intend to repatriate.

The ETD is valid for one year. They can be renewed for another 6 months. UNHCR assists refugees with the renewal.

இலங்கை அகதிகள், சென்னையில் உள்ள இலங்கை துணை தூதரகம் மூலமாக இலங்கை செல்வதற்கான ஒருவழி கடவுச்சீட்டு பெற்று நாடு திரும்ப வேண்டும். இவ்வாறு ஒருவழி கடவுச்சீட்டு பெறுவதற்கு அகதிகள் நேரடியாக இலங்கை துணை தூதரகத்தை அனைத்து குடும்ப உறுப்பினர்களோடு சென்று விண்ணப்பிக்கலாம்.
