Rights and obligations of refugees and humanitarian status holders

Law of Georgia on International Protection defines the rights and entitlements to asylum-seekers, refugees and humanitarian status holders and persons under temporary protection, as well as their integration into the host community. As of December 2018, the Ministry of Internally Displaced Persons from Occupied Territories, Labour, Health and Social Affairs of Georgia has been assigned to develop and oversee the programmes for the local integration of internationally protected persons. The state run integration programmes are provided though “Integration Center” that was established in mid-2017 with support of UNHCR. The following programmes are currently provided in the Center:

  • Georgian language course;
  • Civic education and history courses;
  • Individual consultations and registration in the governments “Worknet” platform;

Complementary integration programmes are delivered by World Vision International within the framework of the UNHCR funded project “Community mobilization and Participation” aiming at empowering communities through facilitating their social, economic and, cultural integration into the Georgian society. The programmes are provided through “Multi-Service Center” which is a multi-functional platform providing cultural orientation programmes and education courses, as well as social, recreational and cultural activities for Asylum Seekers, Persons Granted International Protection, Stateless persons and person under the Stateless Determination Procedure. The following services are provided by the Multi-Service Center:

  • Georgian language classes;
  • Community-group based programs and trainings;
  • Legal consultations held by UNHCR partners;
  • Psychological consultations;
  • Consultation regarding employment, healthcare, housing;
  • Cultural, recreational and other socializing events;
  • Free access to a computer and internet.
