日本政府による無償資金協力：「パキスタンにおけるアフガン難民及びホストコミュニティのための保健、教育、水及び衛生環境改善のための支援」

日本政府は、パキスタンにおけるアフガン難民、受け入れコミュニティの支援に210万ドルの無償資金協力を決定し、松田邦紀 駐パキスタン大使とルベンドリニ・メニクディウェラUNHCRパキスタン代表が書簡の交換を行いました。

UNHCRは今回の協力を通じて、ハイバル・パフトゥンハー州、バロチスタン州、イスラマバード首都圏、パンジャブ州、シンド州で暮らす約7万人の難民、受け入れコミュニティに対して、教育、保健、水、衛生分野における支援を強化していきます。

これらの取り組みはすべて、「難民受け入れ地域支援プログラム（RAHA）」の枠組みの中で実施されます。パキスタンが大量のアフガン難民を寛容に受け入れ続けているなか、国際社会で負担と責任を分担していくというRAHAの方針に沿って、教育、保健、生計向上から、インフラ、水、衛生、社会的保護まで、分野横断的に協力が実施されます。

メニクディウェラUNHCRパキスタン代表は、脆弱な立場にいる難民が尊厳を保ち日々の生活をおくることができるよう、UNHCRは日本の支援を通じて、プライマリーヘルスケアへのアクセスや教育環境の改善を行っていくと伝えました。また、バロチスタン州のアフガン難民と受け入れコミュニティの生活を脅かしている水不足への対応として、飲料水へのアクセス拡大にも取り組んでいくとも話しました。

松田大使は、「40年にわたり、パキスタン政府が行ってきたアフガン難民受け入れに対するたゆまない努力と寛容さは賞賛すべき姿勢であり、日本政府としても敬意をはらいたい。今回の協力は、アフガン難民、受け入れコミュニティの教育、保健、水、衛生へのアクセス改善はもちろん、日本とパキスタンの信頼関係の強化にもつながる」とし、パキスタン政府によるアフガン難民への基本的なサービスの提供を日本政府としてもサポートしていきたいと話しました。

日本はUNHCRにとって世界で5番目のドナーです。

Japan announces donation for Afghan refugees, Pakistani communities

ISLAMABAD, 29 October 2019: The Government of Japan has announced a contribution of USD 2.1 million to support refugees and their host communities in Pakistan.

The new funding will strengthen UNHCR’s interventions in the areas of education, health care, and water and sanitation – benefitting 70,000 refugees and host communities in Khyber Pakhtunkhwa, Balochistan, Islamabad, Punjab and Sindh.

The Ambassador of Japan to Pakistan, H.E. Mr. Kuninori Matsuda, and UNHCR’s Representative in Pakistan, Ms. Ruvendrini Menikdiwela, signed the agreement at a ceremony.

The project will be implemented under the Refugee Affected and Hosting Areas (RAHA) programme, which is being supported by the international donor community in the spirit of burden- and responsibility-sharing and in recognition of Pakistan’s hospitality towards Afghan refugees. Through RAHA, a wide array of projects are implemented across the sectors of education, health, livelihoods, infrastructure, water, sanitation and social protection.

Speaking at the occasion, Ms. Ruvendrini Menikdiwela commended the people and Government of Japan for the contribution, which will allow UNHCR to continue assisting vulnerable refugees to access better primary health care and improve the condition of schools.

She said the project will also help improve access to, and increase the availability of, potable water in communities currently hosting Afghan refugees as water scarcity, especially in Balochistan, has impacted the lives of people.

On the occasion, H.E. Mr. Kuninori Matsuda noted that “the Government of Japan greatly appreciates the tremendous efforts and commendable hospitality of the Government of Pakistan for having hosted Afghan refugees for four decades. I hope that this aid will not only provide access to education, health care, and water and sanitation facilities, to Afghan refugees and host communities but will also further strengthen the existing good relations between Japan and Pakistan.”

The Ambassador added, “The Government of Japan is also pleased to continue supporting UNHCR to assist the Government of Pakistan in its efforts to provide basic facilities to Afghan refugees residing in Pakistan.”

The Government of Japan is UNHCR’s fifth largest government donor worldwide.
