日本政府による無償資金協力：「コロンビアにおけるベネズエラ難民、コロンビア帰還民及び受け入れコミュニティへの人道支援計画」（UNHCR連携）

日本政府はコロンビアに逃れてきた難民・移民、コロンビア帰還民に対して、UNHCRの人道支援を通じて270万米ドルの無償資金協力を行うことを決定しました。UNHCRはパートナー団体と連携し、ベネズエラから逃れ、脆弱な状況に追い込まれた10万人を超える人々への支援を強化していきます。

昨今のベネズエラの情勢悪化を受けて400万人を超える人々が国外に逃れ、うち130万人近くがコロンビアにいます。

今回の無償資金協力を通じて、ベネズエラ難民・移民、コロンビア帰還民、受け入れコミュニティに対する人道支援、基本的なサービスの提供に必要なインフラの補強をはじめ、身分証の発給、安全な生活環境の確保、法的支援が行われます。また、人身売買や迫害、労働搾取の被害者など特別な保護を必要とする人々への支援も強化していく方針です。

今回、日本政府はIOM（国際移住機関）に対しても180万米ドルの無償資金協力を決定。UNHCRとIOMは最優先のニーズに対応するコロンビア政府と引き続き連携しながら、迅速かつ必要とされる分野において活動を続けます。

UNHCR, the UN Refugee Agency, welcomes the recent announcement by the Government of Japan of a funding contribution of US$ 2.7 million under its Grant Aid scheme for humanitarian assistance in Colombia to Venezuelan refugees and migrants as well as Colombian returnees. This generous contribution will enable UNHCR and its partners to assist over 100,000 vulnerable persons arriving from Venezuela. Japan contributed a further US$ 1.8 million to the International Organization for Migration (IOM), and both agencies will continue to work closely together as well as with the Colombian government to ensure a rapid and complementary response to the most urgent needs.

Given the worsening of the situation in Venezuela, over 4 million Venezuelan refugees and migrants have left their country, including almost 1.3 million who have settled in Colombia. The funding from Japan will enable UNHCR and IOM to provide registration and access to documentation, orientation and legal assistance, as well as reinforce community infrastructure in order to provide humanitarian assistance and basic services for Venezuelan refugees and migrants, Colombian returnees and host communities. Persons with specific protection needs, including victims of trafficking, abuse and labour exploitation will also be assisted.
