The United Nations High Commissioner for Refugees (UNHCR) is concerned by the statement made this morning by the Rwanda Minister of Foreign Affairs, Louise Mushikiwabo, that the Government of Rwanda will plan the “orderly and safe relocation of Burundian refugees to third countries.”
