Cambodia's highest court has ruled against the extradition to Russia of prominent businessman Sergei Polonsky.
The Phnom Penh court ruled on April 25 that Polonsky – who is wanted in Russia on charges that he embezzled more than $175 million from real-estate investors – could not be extradited because Cambodia and Russia do not have an extradition treaty.
Russian officials say Polonsky, 41, embezzled the funds in 2008 through a company called Mirax-Build, which he controlled.
