According to the attached excerpt from the General Procedural Guidelines issued by Citizenship and Immigration Canada for the security screening of immigrants, "specific details of the process are exempt from public access" (June 1996, 20). In a 24 January 1997 telephone interview, an official at Citizenship and Immigration confirmed that detailed information on the procedures followed at Mirabel airport are not publicly available.
However, for general information on procedures followed by immigration officials at ports of entry into Canada, please consult the Immigration Manual: (PE) Ports of Entry, especially chapter PE1, "Primary and Secondary Examinations," and chapter PE10, "Senior Immigration Officer Functions at Ports of Entry." Also please see chapter EC1 "Investigations, Arrests and Detention" of the Immigration Manual: (EC) Enforcement and Control, which describes how immigration officers are to investigate, arrest and detain persons.
