Please find attached some documents that provide information on the ADOC shoe factory in Soyapango. Detailed information on labour conflicts related to this factory for February, March and April of 1992 is included for your reference. This information was found in the chronologies prepared by El Rescate Human Rights Department, which compile information from a variety of sources. The chronologies for the months of May, July, September and October of 1992 are not currently available to the DIRB. Other sources consulted did not include or could not provide information on the requested subject in time to meet your deadline.

One of the attached documents lists ADOC under the name Empresas Adoc S.A. (South America, Central America and the Caribbean 1993 1993, 310). The source provides an address in Soyapango, district of San Salvador (maps indicate that El Salvador also has a city or town named Soyapango in the west of the country), and indicates that the activities of the company include the production of tannery, rubber and plastic products, shoes, leather goods and retailing. The same document names Roberto Palomo as the director of the company, while the sources cited in the other documents attached to this Response refer to Mr. Palomo and the Palomo family as the owners. The exact number of workers varies depending on the source, but all the attachments provide a figure above 2,000.

The attached copies from El Rescate's chronologies report that the ADOC factory was closed in February 1992, following an attempt by workers to register a union. Details on this attempt, the plant closure and a brief history of the company's labour conflicts can be found in the attachments, particularly in the excerpts from the February 1992 chronology.

This response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
