1) What sanctions does the USSR apply against a Soviet (especially Lithuanian) citizen who: a) stays abroad beyond the expiry date of his exit visa, and/or b) applies abroad for recognition as a refugee? 2) Prior to the emergence of glasnost: a) what laws were on the books?; b) what penalties were in fact imposed under law? c) what additional, de facto penalties/sanctions/disadvantages were imposed? 3) Since the advent of glasnost: a) what changes have occurred re: #2? b) what is the present situation re: #2? 4) Are the consequences of staying beyond the initial expiry date of an exit visa dependant in any way upon whether the person applies for an extension/renewal/replacement of the exist visa (before its expiry? subsequent to its expiry?)? 5) Can a Soviet citizen (Lithuanian) safely apply for an extension/renewal/replacement of his Soviet exit visa while in Canada? If possible, please cite examples of the application of Soviet law and practice re: overstaying and re: refugee claims abroad.
