In a telephone interview an official at the embassy of Rwanda in Ottawa stated that according to the citizenship law of Rwanda there are no special provisions for the naturalization of Burundians (11 May 1995). The current naturalization law applies to citizens of all countries (ibid.). Currently, Rwanda does not recognize dual citizenship with any other country, although the Arusha peace accord, signed by the Rwandan government and the Rwandan Patriotic Front (RPR) on 4 August 1994, includes a provision for the recognition of dual citizenship. For information on this matter, please consult Response to Information Request RWA19999.E of 21 March 1995, and for general information on the nationality law of Rwanda including the provisions for naturalization, please consult the attachments to Response to Information Request RWA21168.E of 10 March 1995, both of which are available at Regional Documentation Centres.
This Response was prepared after researching publicly accessible information currently available to the DIRB within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
