According to a facsimile sent to the DIRB from the Embassy of the Federal Republic of Germany in Ottawa on 26 July 1995, "People born between 1980 and 1985 in Germany to foreigners are not considered to be German citizens. The same citizenship provisions apply to children of all foreigners."
