According to a spokesperson for the Embassy of Rwanda in Ottawa, a person born in Burundi of Rwandan nationals is considered to be a national of Rwanda if his/her parents are still registered as Rwandan nationals and have not acquired another nationality (17 Aug. 1993). The government of Rwanda does not allow dual nationality and will only recognize renunciation of nationality if the person advises Rwandan authorities in writing that he/she is renouncing Rwandan nationality (Ibid.). Article 3 of the attached excerpt from the Code de la nationalité rwandaise retrieved from the UNHCR Refugee Legislation Infobase (REFLEG) establishes the criteria under which a person is considered to be a national of Rwanda.
A copy of the Rwandan nationality act is currently unavailable to the DIRB. However, the attached excerpt from the Code de la nationalité rwandaise provides the main articles related to nationality matters.
