According to the BNS attachment of 4 June 1993, the Tallin City Council decided on 3 June 1993 "to take over the dwellings currently at the disposal of the Russian military."

According to the Krasnaya Zvezda attachment of 8 June 1993, the Tallin City Council passed a decree that instructs the Executive Committee of the Council to establish lists of all "Russian Army servicemen, Armed Forces veterans, and members of their families who have arrived in Estonia since 1 July 1990." The people on these lists would be required to vacate their dwellings and leave Tallin before 1 September 1993 (ibid.).
