An historian and author of Mal djiboutien: rivalités ethniques et enjeux politiques and Djibouti: une nation en otage, who is familiar with the history and politics of the Afar in the Horn of Africa, stated that traditionally, the Afars are not inhabitants of Somalia (11 May 2000). However, he said that some Djiboutian Afars who speak the Somali language fluently live and operate businesses in north Somalia.

Reports on the situation of the Afars in northern Somalia could not be found among the sources consulted by the Research Directorate. For additional information on the Afars in north Somalia, please consult SML31180.E of 17 February 1999.

This Response was prepared after researching publicly accessible information currently available to the Research Directorate within time constraints. This Response is not, and does not purport to be, conclusive as to the merit of any particular claim to refugee status or asylum.
