Slovenia: Decree of 1992 on the Establishment of the Office for Immigration and Refugees

Article 1

The Office for Immigration and Refugees (hereinafter: Office) is established as an independent professional service of the Government of the Republic of Slovenia (hereinafter: Government of RS).

Article 2

The Office performs for the Government of the Republic of Slovenia the following tasks:

•monitors the problems concerning immigration and refugees;

•prepares proposals and initiatives for solving problems concerning immigration and refugees;

•organizes collective centres and other types of accommodation for temporary refugees;

•supervises health screening procedures for temporary refugees, asylees, political refugees and other immigrants;

•organizes the repatriation of temporary refugees and the resettlement of political refugees;

•prepares proposals for the treatment of immigrants and refugees and proposals concerning the standards of services in the Transient Home for foreigners, homes for refugees and collective centres;

•prepares proposals for visa policy;

•sets up an information service for the asylees in the country for temporary refugees and political refugees;

•issues publications and other information material;

•organizes the training of professionals working with refugees and asylees;

•performs professional tasks connected with examining complaints of those who were denied refugee status.

Article 3

The Office performs tasks described in the above article in cooperation with the ministries and other state administrative bodies, international, domestic and foreign governmental and non-governmental organizations and with humanitarian and other organizations. For this purpose it organizes common working groups, calls for common meetings, organizes common actions and other forms of cooperation.

The Office directly cooperates with the High Commissioner for Refugees as well.

Article 4

The Office is headed by a director.

The director is named and dismissed by the Government of the Republic of Slovenia.

The director is named for a period of four years, period that can be renewed.

Article 5

The director is responsible for his work and the work of the Office directly to the Government of the Republic of Slovenia.

Article 6

The Office will start operating on the 1st of July, 1992.

Article 7

The Office takes over the accommodation and assistance to temporary refugees from the Republics of Croatia and Bosnia and Hercegovina from the coordination group of the Republican headquarters for civil protection within two months after this decree comes into force.

Article 8

This decree has come into force the fifteenth day after publication in the Official Gazette Uradni List Republike Solvenije.
