Comments This is the official translation. The Charter was instituted by the Constitutional Act No. 23 of 9 January 1991, as a Constitutional Act of the Federal Assembly of the Czech and Slovak Federal Republic. The Constitutional Act of the Czech National Council, 16 December 1992, proclaimed the Charter as part of the Constitutional Order of the Czech Republic.
