In a facsimile sent to the Research Directorate by the UNHCR office in Ottawa, the legal officer states "Mandate [UNHCR] refugees who leave Ecuador and seek re-entry are...regarded as migrants and must comply with the visa requirements of Ecuadorian law" (15 June 1998).
