According to a representative at the Yugoslav embassy in Ottawa, citizenship is determined by place of birth, not by a passport place of issue or one's place of residence (25 July 1994). The representative indicated that an individual is entitled to Federal Republic of Yugoslavia (FRY) citizenship if he or she was born in Serbia or Montenegro, as indicated in the registry of births; the location and date of issuance of the individual's passport is not relevant (ibid.).
